MTG: Level 3 Preliminary Policy Quiz

This is the Policy portion of the Level 3 Preliminary Quiz. This test is timed but with open resources. You can access Oracle Text, as well as the CR, IPG, MTG, and JAR as needed. It has a time limit of 45 minutes and will automatically be submitted if this time is reached. This quiz has a six-month cooldown and will need at least an 80% to pass. This test contains 10 questions.

    Determining match outcomes by outside-the-game methods falls under General Unwanted Behaviors unless the player knows that it is against the rules (JAR General Unwanted Behaviors). Once the player has been informed of this fact, further violations are Serious Problems. Since Amir reported the issue immediately, they should not receive a penalty.

The infraction is Tournament Error – Insufficient Shuffling and Ariel should be issued a Warning (IPG 3.9).

    Amory drew two cards that they were not allowed to draw and Nikita controls the continuous effect modifying the game rule that made the action illegal, so Amory has committed Game Play Error – Game Rule Violation and not Game Play Error – Hidden Card Error (IPG 2.3, 2.5). For this same reason, it is appropriate for Nikita to receive Game Play Error – Game Rule Violation as well (IPG 2.5). None of the listed partial fixes for Game Rule Violation apply to a player who has drawn cards illegally (IPG 2.5). The only potential remedies are a full backup or leave the game state as-is.

    Judges are expected to uphold and apply policy documents fairly and consistently as much as possible. The IPG dictates that the only situations where a deviation is appropriate are in significant and exceptional circumstances, such as a table collapsing, or where there is no applicable philosophy for guidance (IPG 1). The REL, round of the tournament, age, or experience level of the players involved are not valid reasons for a deviation from policy.

    Players must demonstrate awareness of triggers at the first time that they would affect the game in a visible fashion (IPG 2.1). For Thing in the Ice, this means removing the ice counter when the trigger would resolve. Anh removes the ice counters from the Treasure Cruise trigger and the Spell Pierce trigger before taking any actions that advance the game state past the point where those triggers should have resolved. Anh does not immediately transform Thing in the Ice, but there is no information or advantage gained from transforming it slightly later in the sequence, so this falls under Out-of-Order Sequencing (MTR 4.3). Transforming Thing in the Ice is part of the trigger that removes the last ice counter, so Anh has already demonstrated awareness of it by removing the last counter (CR 113.2c, IPG 2.1, MTR 4.5). Anh has put the Treasure Cruise in the graveyard early, moved the Arclight Phoenix from the graveyard before explicitly moving to the combat phase, and drawn his cards from Treasure Cruise after moving the Arclight Phoenix, which is not the technically correct order of those actions. However, as they were done as a single block of actions that would have been legal in the correct order and the resulting game state is legal and clearly understood, these also fall under Out-of-Order Sequencing (MTR 4.3). Anh has committed no infraction.

    Drawing Extra Cards is an obsolete infraction that no longer exists. Angel has committed an error in the game that cannot be corrected by only publicly available information, so the infraction is Game Play Error – Hidden Card Error (IPG 2.3). Since the two portions of the Dig Through Time set were kept distinct, we should apply the Hidden Card Error to the smallest set possible. The set affected by the error contains more cards than it is supposed to contain. Angel should reveal the set of five cards to Noel, who will select two cards. Those cards will be shuffled into the random portion of Angel’s library (IPG 2.3).
